Palmesano October ‘Grant Action News’ Update
Assemblyman Phil Palmesano (R,C-Corning) is sending his “October Grant Action News Update” to residents, organizations and local governments regarding a series of grants available from the state, federal government and private entities. Each month, the Assembly provides an updated list of grants for a variety of categories.
“During a time of economic recovery, grants can play an integral part in helping our local communities complete needed infrastructure repairs or support underfunded projects,” said Palmesano. “Many people don’t realize the scope of available opportunities because they aren’t sure where to look. The ‘Grants Action News’ bulletin makes finding these grants much easier by consolidating the information and making it available to everyone. I hope residents, organizations and local governments throughout the Southern Tier and Finger Lakes regions will be able to use this resource to find much-needed support to strengthen communities in our rural area,” Palmesano said.
All not-for-profit applicants must now prequalify on the NYS Grants Reform website at grantsreform.ny.gov/grantees in order to apply for certain New York state grant solicitations. Potential not-for-profit applicants are strongly encouraged to begin the process of registering and prequalifying immediately as this is a lengthy process.

NYS Dept. of Environmental Conservation, Municipal Waste Reduction and Recycling Program - Recycling Coordination/Education
This program assists municipalities to expand or improve local waste reduction and recycling. Eligible projects include recycling coordination, education, planning and promotion of recycling and waste reduction to increase public awareness of and participation in local recycling programs.

NYS Dept. of Agriculture & Markets, Fresh Connect SNAP Community Supported Agriculture (CSA) Program
These grants will allow SNAP participants to access the CSA model by partially subsidizing the cost of weekly share purchases. The goals of this program are to:

US Dept. of Health and Human Services (HHS), Early Hearing Detection and Intervention (EHDI) Funding
This funding will help the EHDI system infrastructure to improve language acquisition for deaf and hard-of-hearing (DHH) children up to age 3. NDN Collective, Community Action Fund (CAF) Grants
These grants will help support Indigenous Peoples’ frontline, grassroots and community-based efforts that
protect their communities and nations against negative resource extraction that poisons the people, pollutes water, destroys lands, contributes to climate change and violates human rights. CAF supports efforts that include community organizing, amplification of community voices and utilizing various tactics imperative to shifting the political and financial systems impacting Indigenous communities.
■ Eligible Applicants: NDN’s geographic grantmaking focus is Turtle Island (North America) and related Island Nations, which includes the United States, Mexico, Canada, Boriken/Puerto Rico and the U.S. “Territories”: American Samoa, Guam, the Northern Mariana Islands and the U.S. Virgin Islands. Grantmaking may be provided to the following recipients:

Prudential Emerging Visionaries Awards
This program awards grants to young people, ages 14-18, for innovative solutions to financial and societal challenges in their communities. Entries will be evaluated on the following criteria:
♦ innovation – thinking innovatively to build financial health and resiliency or to solve social issues within the community
♦ potential to scale – creating meaningful impact in the future, the ability to scale beyond the local community
♦ connection – showing a deep understanding of a problem or barrier

Robert Wood Johnson Foundation, Evidence for Action (E4A) Grants to Advance Racial Equity
Evidence for Action (E4A) grants prioritize research to evaluate specific interventions to counteract the harms of structural and systemic racism and improve health, well-being and equity outcomes. The foundation is concerned both with the direct impacts of structural racism on the health and well-being of people and communities of color (e.g., Black, Latina/o/x, Indigenous, Asian, Pacific Islander
people and other races and ethnicities)—as well as how racism intersects with other forms of marginalization, such as having a low income, being an immigrant, having a disability or identifying as LGBTQ+ or a gender minority.
■ Eligible Applicants: Applicant organizations must be based in the United States or its territories. Submissions from teams that include both U.S. and international members are eligible, but the lead applicant must be based in the United States. Preference will be given to applicant organizations that are either institutes of higher education, public entities or nonprofits that are tax exempt under Section 501(c)(3) of the Internal Revenue Code and are not private foundations or Type III supporting organizations. Other types of nonprofit and for-profit organizations are also eligible to apply.

■ Award Amounts: There is no explicit range for allowable budget requests. Request the amount of
funding needed to complete and disseminate findings from the proposed research project—including direct and indirect costs for the entire duration of type grant. Scholar Awards:
Paul & Daisy Soros Fellowships for New Americans
This program awards fellowships to immigrants and children of immigrants who are pursuing full-time graduate degrees at United States institutions.
■ Eligible Applicants Must:
♦ have both birth parents born outside of the US as non-US citizens, and both parents must not have been
eligible for US citizenship at the time of their births. In addition, one of the following must be true of the
applicant as of the October 26 application deadline:
1) US Citizen by Birth: the applicant is a US citizen by birth and one of the following is true:
a) both of the applicant’s birth parents were born abroad as non-US citizens and were not eligible for US citizenship at the time of their births
b) the applicant was raised by only one of the birth parents, the parent that raised the applicant was born abroad as a non-US citizen, and the second birth parent was not a part of the applicant’s life growing up and the applicant has no contact with the second birth parent
2) born abroad: the applicant was born abroad as a non-US citizen and one of the following is true:
a) Naturalized Citizen: the applicant has been naturalized as a US citizen either independently or as a minor child under the application of one of the applicant’s parents
b) Adopted: the applicant was born outside of the US or one of its territories and was subsequently

c) Green Card: the applicant is in possession of a valid green card
d) Refugees & Asylees: the applicant has been granted asylum or refugee status in the US
e) If none of the other categories apply and the applicant was born abroad, the applicant must have graduated from both high school and college in the US (this includes current and past DACA recipients).
