Gray Discusses Nicotine Ban Bill, Provides Clarity on Local Investigation in ‘The Gray Area’

Assemblyman Scott Gray (R-Watertown) released the latest episode of “The Gray Area,” providing updates on a potential ban on flavored nicotine products, the New York state budget, and giving clarity on the local criminal investigation in Sackets Harbor.

Gray began by addressing the ongoing state budget delay. “There’s nothing new to report on the budget. It remains late—it was due April 1—and we are currently governing through paralysis,” said Gray. “We are now on our third extender, which acts as a continuing resolution to maintain government operations. It’s simply a stopgap that keeps the lights on while the governor and the Legislature remain at an impasse.”

Gray also discussed legislation A.141, a proposed ban on ZYN nicotine pouches. “Initially, I supported the ban,” Gray explained. “But after receiving extensive feedback from the business community, which raised concerns about black market risks and regulatory integrity, it became clear the issue was more complex. Many felt that stores and businesses were better equipped to monitor and restrict access than an outright ban would allow.” Due to bipartisan opposition, the bill was pulled from committee.

Addressing recent community concerns surrounding an investigation in Sackets Harbor, Gray thanked local residents for their advocacy while emphasizing the importance of allowing law enforcement to conduct their work independently, saying: “This was a criminal investigation involving children as potential victims or witnesses to a serious crime. Law enforcement must be allowed to do their job without interference from protests or public pressure. At the same time, I respect and support the community’s right to free speech. Both are vital to a healthy democracy.”

On a more celebratory note, Gray welcomed a series of special visitors to the Capitol this week, including the LaFargeville Lady Red Knights, who recently claimed the Class D State Championship title. “The Lady Red Knights are a tremendous group of young athletes, and it was an honor to roll out the red carpet for them in Albany,” Gray said.

He also recognized West Point Day, highlighting local cadet Anthony Tejkl from Theresa and expressed excitement about the upcoming Fort Drum Day, when members of the 10th Mountain Division will be welcomed to the Capitol.

Lastly, Gray discussed an important meeting on advanced nuclear technology and its role in New York’s clean energy future. “Companies like Google, Amazon, Microsoft and Micron are investing in nuclear innovation. It’s a reliable, clean and economically promising energy source, and we’re continuing to explore how New York can lead in this space,” he said.
