In ‘The Gray Area’ This Week: Corrections Reform & Public Safety Transparency

In this edition of “The Gray Area,” Assemblyman Scott Gray (R-Watertown) outlines his concerns with Assembly bill A.8871, legislation presented as a response to ongoing challenges within the Department of Corrections and Community Supervision (DOCCS). While intended as reform and to add transparency, the bill fails to address core operational and workforce issues that continue to compromise safety, morale and accountability within correctional facilities across New York state.

Also discussed is the reasoning behind a “No” vote on the Keep Police Radio Public Act (A.3516). Although transparency and access to public safety information are essential, the bill presents unresolved concerns around security, law enforcement operational integrity and unintended consequences for first responders in the field.

Gray opposed the Keep Police Radio Public Act, citing safety risks for first responders and victims. “I support transparency, but this bill risks officer and victim safety,” said Gray. “Police need time to respond and secure a scene—especially in sensitive situations like domestic violence—before details are broadcast. A brief transmission delay would address these concerns. I’m not against the intent of the bill, but it needs safeguards and I joined law enforcement from both sides in opposing it.”

Gray also opposed the Omnibus Prison Reform bill, calling it one-sided and insufficient to address the problems. “This bill treats correction officers as the problem, rather than addressing the real issues inside our prisons. It ignores safety concerns, staffing shortages and the need to separate dangerous individuals from the general population.” He discusses the sweeping legislation in depth in “The Gray Area.”
