Assemblymember Charles Lavine  asks Daniel Gatti, Senior Transportation Analyst for Union of Concerned Scientists, and Cecil Scheib, Chief Sustainability Officer for New York University, for their opinions about carbon neutral vs. carbon free when it comes to climate legislation. The two participated in an Assembly Environmental Conservation Committee Public Hearing to examine how best to address the impacts of climate change on communities and the workforce.
